CERE specializes in designing prudential regulations for the banking and insurance sectors, the elaboration of quantitative risk management systems for financial entities, project evaluation, and economic and financial studies for legal proceedings (antitrust law and financial expert witness).

In addition, Carlos Ruiz Villarreal, CERE SAS CEO, and his team have extensive experience in economic regulation, banking supervision, and financial and corporate auditing. CERE's team had previously worked at the highest levels of the Colombian government on these issues, including the Ministry of Finance, Colombian Financial Superintendency, Banking Deposit Insurance Corporation, Ministry of Communication, Consumer Protection, and Antitrust Authority Superintendency, and Cooperative Deposit Insurance Corporation.

Carlos Ruiz has also worked as an independent consultant for the government of Mexico, the Dominican Republic, Guatemala, El Salvador, Honduras, Ecuador, Paraguay, Peru, Panama, and Colombia.
